Majestic Pines CSD
History

Majestic Pines CSD was formed as a component of the 1993 Majestic Pines Reorganization, which dissolved the County Service Area (CSA) No. 4 (Majestic Pines) and transferred water system assets and responsibilities to the independent Majestic Pines CSD.

CSA No. 4 had been formed in 1966 to take over a privately-owned water system with failing infrastructure. Placing the water system under public ownership allowed CSA voters to approve bonds to fund system upgrades.


The county-dependent CSA No.4 was administered by the County Department of Public Works and costs to recover county labor and overhead charges were added to the CSA No. 4 water rate structure. The resulting rates in CSA No. 4, while similar to other small, groundwater dependent agencies, represented some of the highest domestic water rates in San Diego County. The desire to reduce overhead costs and lower water rates inspired district voters to propose dissolution of the dependent CSA No. 4 and formation of an independent Majestic Pines CSD.
